LIFETIME LICENSING PROCEDURES
(Treasurer's Office Only)
The cost of a lifetime license for a senior citizen or disabled person, male or female dog is $31.00, spayed or neutered, $21.00. For a non-senior citizen the cost of a lifetime license, male or female $51.00, spayed or neutered $31.00,
The dog owner obtains a Lifetime Application and Permanent ID Verification Form from Treasurer or Person implanting the microchip.
Dog owner completes Lifetime Application.
The Permanent Identification Form must be completed by owner and person inserting microchip.
Mircochips can only be inserted into dogs by a licensed
veterinarian or the owner of the dog.
Licensed Kennel owners can insert microchips in dogs they own, dogs that are
surrendered or strays,
not dogs owned by the public.
Completed forms and fee must be delivered to the County Treasurer.
Treasurer completes Lifetime License Certificate and issues Lifetime License Certificate and Lifetime Tag to dog owner.
DOG PREVIOUSLY MICROCHIPPED
Dog owner obtains and completes Lifetime License Application and Permanent ID Verification Form.
Owner has dog scanned to obtain microchip number.
Licensed Veterinarian or Licensed Kennel Owner and dog owner complete Permanent ID Verification Form.
Dog owner delivers in person or by mail the completed forms and fees to the Treasurer.
Treasurer completes Lifetime License Certificate and issues Lifetime License Certificate and Lifetime Tag to dog owner.
*RETURN BY DATE IS 30 DAYS AFTER THE FORM IS ISSUED BY THE TREASURER - 30 DAYS IS A CHANGE IN THE NEW REGULATIONS. THE DOG OWNER DOES NOT RECEIVE A LIFETIME LICENSE CERTIFICATE UNTIL COMPLETED PERMANENT ID FORM IS RETURNED.
LOST OR FOUND
The Pennsylvania Department of Agriculture has stamped the name and office telephone number of the county treasurer on the back of the dog license tag. If a pet is found that has a license you may call the Elk County Treasurer's Office at (814) 776-5321, from 8:30am to 4:00pm after 4:00pm and on weekends call County Control at (814) 772-0000. The Treasurer's office has dog owner information dating back to 1960.
